Our annual meeting is planned for May 11 2016 in the Parkside clubhouse on Trefoil Lane at 7pm. Announcements and proxies will be sent in the mail shortly. We plan to talk about what was accomplished in 2015 and what is planned for 2016, including discussion of establishing a parking district for the community.
As we start the New Year, please be reminded of our HOA guidelines for the outside of our houses. Inspections will be starting up in late spring, so please rectify any issues left over from our inspections last year. Of particular interest:
• All lamp posts should be freshly painted with flat black paint and in good working order.
• Gardens are only allowed to the rear of your house – not on the sides or in the front. All garden areas should be kept tidy.
• Any modification to the outside of your house or yard, including “hardscape” (landscaping timbers, blocks, etc.) must be approved by the HOA Architectural Review Committee. Painting your home’s exterior (doors, front porch, shutters, etc.) in colors matching your original template is approved and encouraged. Replacement of lamps, mailboxes, or other exterior features must match the original units.
• This is a great time to hire a lawn care company for the season.
In general, we are all asked to ensure we are being good neighbors and maintaining our property. Please do not place open recycling bins outside overnight if wind might carry any of what you are leaving up the street. Bicycles, toys, and trash bins should not be visible from the street. Parking is not allowed on the “inside” of the Oakgrove/Earle Wallace “circle”. Don’t block mailboxes with parked cars.
Regarding parking: The Board is considering options regarding establishment of a “Parking District” (https://www.loudoun.gov/DocumentCenter/Home/View/9336) for Brook Haven. Our agreements regarding parking restrictions within the community unfortunately do not restrict cars from outside our community from legally parking on “our” streets. Based on Rock Hill Estates’ success in obtaining legal “Parking District” status, the board believes this is the direction Brook Haven should consider. We have talked with the Rock Hill Estates board member responsible for their effort and have a good understanding of the process involved. This will be a topic of discussion at our May 11th annual meeting.
